RESEARCH ANNOUNCEMENT (NRA) 80HQTR18NOA01, SPACE TECHNOLOGY RESEARCH, DEVELOPMENT, DEMONSTRATION, AND INFUSION - 2018 (SPACETECH-REDDI-2018), APPENDIX 80HQTR18NOA01-18STMD_001 UTILIZING PUBLIC-PRIVATE PARTNERSHIPS TO ADVANCE TIPPING POINT TECHNOLOGIES (TIPPING POINT). THROUGHOUT THIS DOCUMENT, SSL WILL BE REFERRED TO AS THE CONTRACTOR, AND NATIONAL AERONAUTICS AND SPACE ADMINISTRATIONS (NASA) SPACE TECHNOLOGY MISSION DIRECTORATE (STMD) WILL BE REFERRED TO AS NASA. COMPLIANCE WITH THE REQUIREMENTS STATED HEREIN SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. THE OBJECTIVE OF THE XENON TRANSFER PROJECT IS TO PREPARE A XENON TRANSFER SYSTEM FOR A COMMERCIAL SPACECRAFT BY DEVELOPING A THERMAL PUMPING CONCEPT AND DESIGN CASE. THE DESIGN CASE WILL IDENTIFY A LIKELY FLIGHT DEMONSTRATION CANDIDATE AND EVALUATE ALTERNATIVES TO THERMODYNAMIC PUMPING. A XENON TRANSFER ARCHITECTURE AND CONCEPT OF OPERATION WILL BE DEVELOPED. THE PROJECT GOALS ARE TO DEMONSTRATE FEASIBILITY, TECHNOLOGY READINESS AND POTENTIAL OPERATIONAL CONCEPTS. THIS WILL BE ACHIEVED BY DEMONSTRATING THAT XENON TRANSFER CAN BE PERFORMED RELIABLY WITH EXISTING SSL SPACECRAFT AND TRADITIONAL FILL AND DRAIN VALVES FOR NEAR TERM LIFE EXTENSION SERVICES AND BY DETERMINING HOW TO MAKE XENON TRANSFER EASIER AND SAFER FOR FUTURE SPACECRAFT. DURING THE SPAN OF THIS PROJECT, THE FOLLOWING ACTIVITIES SHALL BE PERFORMED: FORMALLY DEVELOP THE THERMAL PUMPING CONCEPT AND DESIGN CASE. EVALUATE A XENON PUMP VS THERMODYNAMIC PUMPING. EVOLVE FILL/DRAIN BRACKET ASSEMBLY TO HANDLE STRUCTURAL AND THERMAL LOADS ASSOCIATED WITH ROBOTIC MANEUVERING. INCLUDE NASAS COOPERATIVE SERVICING VALVE (CSV) PERFORMANCE WITH THE THERMAL PUMPING CONCEPT. EVOLVE ROBOTIZED TOOLS TO HANDLE HIGH PRESSURE XENON AS NEEDED BASED ON FINDINGS FROM THIS DEMONSTRATION. DEMONSTRATE DESIGN AND OPERATIONS WITH FLIGHT-LIKE HARDWARE IN RELEVANT ENVIRONMENTS. THERMAL BLANKETING DESIGN EVALUATION TO ENABLE ROBOTIC OPERATIONS CONCEPTS.
